In order to make projects at the interface between architecture, urban and regional development and economics attractive for new uses and at the same time economical, the designers should determine the extent and type of investment in relation to the possible profit over time. This requires an eye and a commitment to quality that excludes ruinous modernization. Good architecture and good urban development show sustainable usability, especially when investments have been made in their use and design values and long-term development occurs. It is this path that should be recreated in selected locations in the city in order to have a stimulating effect on the city and region and not forget what works. The perspectives for the urban economic linking of elements and places in the city as a whole experience an increase in value in individual places through the following goals:
A rounding-off concept is guaranteed with the northern bypass.
The concepts for the development of the city in the east and south, but above all in the sense of new discovery, conversion and qualification as well as at the same time connecting the towns of Burgstall, Vorwerk Domain and Stadtgut in Seegrehna.
The release of Arsenalplatz and its design as an essential public space, new north entrance to the city with a connecting function and suitable framing through adjacent differentiated private spaces in the central old town center.
The edge and silhouette of the city should not be highlighted in a more fractured manner. We need visibility and therefore legibility of the city from afar.
Flood areas should not be used for construction purposes, but can also be put to profitable use and designed as spaces to create attractions to connect the city to the river, principle: make land resources accessible and use them.
The edges of private open spaces on deep parcels of land in the city center can be organized in their use in such a way that new differentiations between public and private spaces arise, for example by qualifying public spaces by intensifying the use of surrounding private areas.
Niches and courtyards in the development are enlivened individually and in context as path connections through new uses and new designs, for example with new units through cross-street uses.
Linear connections between open spaces in the context of historical references must be further developed.
Rediscover openings between courtyards and street spaces as eye-catchers and as connections between public and private space and make them the focus of the cityscape in the old town center.
New images for tourists and residents have come to the fore as a special kind.
Replace out-of-scale developments with larger-scale developments or open space design, carve out special locations. This is where the design goal comes into play.
Design principles for the associated measures mean that the economic efficiency of the sub-spaces corresponds in all cases to the intensification of use and the increase in value:
Upgrading of private uses on the upper floors through comprehensive upgrading of the structure of public spaces from the city to the banks of the Elbe.
A structural and spatial renewal of the city primarily includes interventions in currently neglected areas and buildings that are at risk of neglect, from the inside out.
Profitability is created by combining diverse types of improvement in different locations.
The economic viability of investments can be proven by demand; economical construction counts. Residents of Wittenberg can find a combination of traditional elements in their city form.
In this sense, the suggestions serve the following combined goals of new economic efficiency:
Careful enhancement to enrich existing locally special qualities in use and form. Effect: business-local economic
Strengthening existing values of culture and habits that promote this enrichment. Effect: local economic
Highlighting the unique selling points for the parcel, district, city, region in their connection with an impact that goes beyond the city. Effect: urban economic
Possible support for the stated goals in freedom from the political situation and to stabilize population development in the city and region. Effect: macroeconomic
The preparation of long-term change locally to renew living and economic areas in the region. Effect: macroeconomic
The strategies of renewal go beyond the location and contribute to the well-being of the general public and individuals.
